Date 5th November, 1914.
Following telegram has been received from the Secretary of State for the Colonies:-
November 4th. August 27th Order-in-Council repealed by Declaration of London Order-in-Council number two passed October 29th adopting declaration subject to the exclusion of lists of contraband for which see my telegram of even date and to following modification. (Begins)

Neutral vessel with papers indicating neutral destination which notwithstanding destination shown on papers proceeding to enemy port shall be liable
to capture and condemnation if encountered before the end of next voyage.
Destination referred to in Article 33 of Declaration
shall in addition to presumptions laid down in Article 34 be presumed to exist if goods consigned to or for
an agent of enemy state.
Notwithstanding provisions of Article 35 of declara-
tion conditional contraband shall be liable to cap-
ture on board vessel bound for neutral port if goods
consigned to order or if ships papers do not show
who is consignee or if they show consignee in terri-
tory belonging to or occupied by enemy.
In cases covered by the preceding paragraphs it shall lie upon owners of goods to prove destination
innocent. Where it is shewn to the satisfaction of
Secretary of State that enemy Government is drawing supplies for armed forces from or through neutral country he may direct that in respect of ships bound for port in that country Article 35 of Declaration
